Check-off Salary Lending
Turn payroll deductions into a controlled lending workflow.
Record each employer's MOU, build every payroll deduction batch from live loan schedules, reconcile each remittance employee by employee, and raise any shortfall as an exception the same cycle.

The risk lives in the gap between deducted and received
On paper the employer deducts before the employee is paid, so the money should always arrive. In practice a name gets missed, someone leaves, a lump sum does not break down cleanly — and the shortfall goes unnoticed until it is a collections problem. The fix is to tie every remittance back to the exact schedules that generated it.

The complete workflow, from MOU to the books
Every check-off shilling moves along the same path — from an active employer MOU to a posted journal entry. Each stage hands the next one exactly what it needs.
Tap a stage to stop on it. Hover pauses the animation.
Check-off is a rhythm, not a one-off: the same loop runs every month, per employer, from a fresh cycle to a closed, posted month — and then the next month's cycle opens on the same schedules.
Every employer has its own MOU record
The MOU is the gate. Its status and dates decide whether an employer's employees can borrow at all, and whether a deduction batch can be generated this cycle.
- Set the MOU status — draft, active, suspended or expired
- Record effective and expiry dates that gate lending
- Only employees of an active MOU can take check-off loans
- Deduction batches only generate while the MOU is active
MOU fields and terms are configurable per institution.
An employee, their loan, and their deduction history
A borrower on a check-off loan is an employee of an employer with an MOU. Their loan's schedule is what the batch deducts against, and their remittance history shows cycle by cycle whether the deduction landed in full.

The schedule is what a deduction batch reads to know what to deduct.
Check the deduction headroom yourself
Move salary, existing deductions and the employer's limit, and see whether a TSh 91,000 instalment still fits.
Ceiling = net salary × limit; headroom = ceiling − existing deductions. Deduction limits are set per employer MOU.
A deduction batch built straight from the schedules
Each payroll cycle, Ustawi builds one export-ready batch per employer from the live schedules of every active check-off loan. Nothing is keyed by hand — the batch is what you hand to the employer's payroll.

A loan account that shows every deduction
The check-off loan is a normal loan account on Ustawi's servicing engine — with the same schedule and history — except each instalment is expected to arrive through the employer's remittance, and reconciliation records whether it did.

When an employee leaves, the loan doesn't disappear
The most common reason a deduction stops is simple: the employee is no longer on the payroll. Ustawi surfaces the change and the loan it affects, so the gap is visible immediately rather than showing up as a mystery shortfall.
Ustawi surfaces the status change and the affected loan. What happens next — the repayment arrangement — is your institution's decision and process; no recovery action is implied here.
Every deducted shilling, matched
Reconciliation — employee by employee
This is the heart of check-off. When the employer's remittance arrives, Ustawi matches it against the expected deductions line by line — so a batch that mostly matches still surfaces the handful of employees who came up short.

Every shortfall is a case you can work
An under-remittance is never a silent write-down. It becomes an exception with its own reference, tied to the employee, the loan and the cycle — and a simple path from surfaced to settled.

Connected to the books and the platform
Every reconciliation reaches the books
Reconciliation is not the end of the trail. Once a remittance is matched and allocated to the individual loans, the movement posts through to the General Ledger as a double-entry journal.

Check-off loans can carry credit-life cover
A salary-deduction loan is a loan like any other, so it can be covered by credit-life. The cover is managed in the Credit-life & Asset Insurance app — this page doesn't invent any insurance flow of its own.
Connected across the Ustawi platform
Check-off Salary Lending doesn't stand alone. The apps around it share the same loan record — the deductions you reconcile here move the same balances the rest of the platform reasons about.
Check-off loans are originated and serviced on the same core engine.

Explore app →Lending that leans on the employer relationship
Salary check-off works because an employer agrees to deduct on the lender's behalf. Governing that relationship well — a clear MOU, batches the payroll team can actually use, and reconciliation that catches a shortfall early — is how the lender keeps the arrangement fair and the book clean at the same time.

The deduction batch generates directly from the active loan schedules of every check-off loan under each employer's active MOU. Nothing is keyed by hand — the batch is a product of the schedules themselves.
