Ustawi for VICOBA and savings groups.

Ustawi is VICOBA federation software for the coordinators who administer many groups — NGO and donor-program staff, VICOBA network officers — not a consumer app for a single group's members. It models the methodology the way it actually runs: cycles that open and close, a real fund ledger tracking shares, social fund, and fines separately, a meeting register, and a formal share-out at cycle end.

Why Ustawi fits a VICOBA network

Real savings groups, one coordination platform

VICOBA and VSLA groups meet, save and lend the way they always have — Ustawi is the record-keeping and oversight layer behind the coordinators who support them.

The complete VICOBA cycle

Follow one group's cycle as the coordinator sees it — from opening the cycle to the share-out at close.

What coordinators can see and do

One platform for the whole network — from the coordinator's view across every group down to a single member's record.

One view across your entire network

The network dashboard puts every group on one screen, so you never chase status group by group.

  • Total groups, active cycles and members at a glance
  • Total savings, outstanding group loans and social funds
  • Overdue loans surfaced across the network
  • Groups needing attention flagged for follow-up
  • Drill down from network → group → member → transaction

Group management

Everything about one group in a single record — its profile, people, money and meetings.

  • Group profile, members and leadership
  • The active cycle, contributions, loans and repayments
  • Fines and the social fund tracked separately
  • A meeting register with attendance and minutes
  • The fund ledger and the cycle-end share-out

Member management

Every member's VICOBA activity in one place, across the whole cycle.

  • Contributions, shares and social-fund payments
  • Loans taken from the fund and their repayments
  • Fines and attendance history
  • A running member transaction history
  • Their projected share-out at cycle end

Field operations

An offline-first worklist so field officers keep working where connectivity fails.

  • See the groups assigned to you
  • Record meetings, contributions and repayments
  • Capture fines and social-fund payments
  • Work fully offline in the field
  • Sync back to the network when you reconnect

Reporting & oversight

The reports coordinators, NGOs and federations need, generated from the live records.

  • Group performance, savings and fund balances
  • Loans, repayment and overdue tracking
  • Social fund, fines and attendance
  • Field-officer activity across groups
  • Cycle performance and share-out results

Try the share-out yourself

Umoja Women's Cycle 3 closed with TSh 14.1M to distribute. Change the interest, fines, deductions or Asha's shares and watch each member's payout recalculate.

Try it: share out Cycle 3
Distributable fund
TSh 14,100,000
Paid per TSh 10,000 saved
TSh 11,371
MemberSharesShare %Payout
Asha M.460,0003.71%TSh 523,065
Neema K.380,0003.06%TSh 432,097

Payout in proportion to shares; other members' shares held as recorded. Share-out rules and deductions are configured per group.

VICOBA vs. group lending

Coordinators evaluating tools often confuse the two, but they are different products. A VICOBA is a member-owned savings circle: members pool their own savings and lend to each other, with its own fund ledger, cycles, and share-outs. Group lending is your institution lending money to a formal group under joint liability. Ustawi supports both, in apps built for each — this solution is for the VICOBA/VSLA network coordinator.

VICOBA vs. group lending

Coordinators evaluating tools often confuse the two, but they are different products. This is how they differ.

VICOBA / savings group
Group lending
Source of funds
Members' own pooled savings
Your institution's capital
Ownership
Member-owned fund
Institution-owned loan
Main purpose
Save together and lend to each other
Deliver loans to a formal group
Fund ledger
Shares, social fund and fines tracked separately
Loan account and repayment schedule
Cycle
A cycle that opens and closes
A loan term, not a savings cycle
Share-out
Fund shared out to members at cycle end
No share-out — the loan is repaid
Joint liability
Social pressure within the group
Formal joint-liability guarantee

Ustawi supports both models; this solution is designed for VICOBA/VSLA network coordination. See how this differs from Group Lending.
