Staff Admin & Security
Control who can access your lending operation — and what they can do.
Give every staff member a role, its capabilities and a branch scope, send sensitive grants through maker-checker, tie sign-in to approved devices and keep an audit trail of what happens.

One control center for staff access and security
Access control is part of financial control. From one place an administrator sees who has access, which grants are waiting for approval, which devices are trusted, and what happened today — the live state of the controls, not a policy document filed away.

The Ustawi access model
Access in Ustawi is built up in layers. An identity is given a role; the role carries capabilities; the account operates within an access scope; sign-in is tied to a trusted device; every action runs through those checks; and the result is written to the audit trail. Each layer is a control, and together they are how access maps to what a person can actually do.
Identity → Role → Capability → Scope → Device → Action → Audit
The staff directory
Every staff account in one list — role, branch, status, device state and last activity — with the administrator actions that manage each account. Search and filter by role, branch or status.

Row actions — view profile, edit access, suspend / reactivate, reset credentials, view activity and view devices — are the real administrator actions.
One staff member, fully described
A staff profile shows exactly what an account is and is not allowed to do — its role, status and access scope, the capabilities it holds, the capabilities it does not, and the devices it can sign in from.
- View customers
- Manage loan applications
- Review approvals
- View collections
- View branch reports
- Manage system users
- Change security policies
- Approve own sensitive access
An administrator controls the branch and the data an account can reach within it.
Capability-based RBAC, fail-closed
Permissions control access to capabilities, not just navigation buttons. Ustawi is fail-closed: a user without a capability does not see a greyed-out feature — they never see the feature at all. What an account can do is defined by what it is granted, not by what it happens to stumble onto.
- Feature is visible and usable
- The action is permitted
- The action is recorded in the audit log
- The feature is not shown at all
- The action is not available
- An attempt is refused and recorded
"Fail-closed" means access is denied unless a capability explicitly allows it.
The permission matrix — capability by role
Roles are made of capabilities, and the matrix shows exactly which role can do what. A Loan Officer creates applications but cannot disburse; disbursement and posting journals belong to Finance; an Auditor reads but does not change. The matrix is fully configurable per institution.
| Capability | Loan Officer | Branch Manager | Finance | Auditor |
|---|---|---|---|---|
| View customers | ✓ | ✓ | ✓ | ✓ |
| Create applications | ✓ | ✓ | — | — |
| Approve loans | — | ✓ | — | — |

Configurable — your roles and capabilities are set to your institution.
Access scope — branch and data
A role says what an account can do; scope says where — and over which records. An administrator controls which branch(es) an account operates in and which data within them it can see, so an account operates only within its assigned scope.
An administrator grants exactly the branch and data access an account needs — an account operates only within its assigned scope.
No one grants themselves sensitive access
Sensitive access is a formal request
Sensitive grants are not handed out in a conversation. Each is a formal request with its own reference, sitting in a pending-approval queue for a reviewer to approve or reject — so a grant has an owner, a reason and a record.
| Request | Requested by | Access requested | Branch | Status | Action |
|---|---|---|---|---|---|
| REQ-1042 | Asha M. | Disbursement approval | Kijitonyama | Pending | Review request → |
| REQ-1043 | John K. | Branch reports access | Temeke | Pending | Review request → |
| REQ-1044 | Neema S. | Finance administration | Head Office | Pending | Review request → |
Each request carries a reference, an owner and a reason, and is approved or rejected on the record.
Maker-checker on sensitive grants
No one grants themselves a sensitive permission. One person requests the change (the maker); a different person reviews and approves it (the checker); the capability activates only on approval; and the decision is recorded. Self-approval is prevented — a maker cannot be their own checker.

Self-approval is prevented by the system.
Protect sensitive actions, not just pages
Access control is applied to what an account does, not only what it can open. The sensitive actions in a lending operation each sit behind their own control.

Authorized administrators only

Trusted devices, in the office and in the field
Trusted device management
Staff and field agents sign in from enrolled, approved devices. An administrator sees the trusted devices, approves pending enrolments, and can revoke a device's trust — so device access is managed, not assumed.
Revoking trust ends sign-in from that device.
A device is trusted only after an administrator approves it.
Field agent device trust, connected to the app
A field agent cannot authenticate from just any device. The device is enrolled, an administrator approves it, and only then is it a trusted device able to sign in — and that same trust is what lets the field agent app run its worklist, collections and receipts.
What happens when a device is lost?
A lost phone is handled as a controlled sequence, not a scramble. Trust is revoked, sign-in from that device stops, the revocation is recorded, and a replacement device is enrolled and approved.
Revocation and re-enrolment are the real behaviors.
Who did what, on the record
A full audit log
Important actions are recorded — including failed and rejected attempts. Each event carries the actor, the action, the target, the access before and after, the result, and IP, device and session metadata, so an administrator or auditor can review what happened and follow it up.

One staff member, one complete access history

Enforced in every Ustawi app
One access-control backbone across the platform
Staff Admin & Security is not a page other apps link to — it is the access-control backbone every other app enforces against. The same identity, capabilities, scope, device trust and audit trail apply wherever a staff member acts.
Approvals and servicing run against granted capabilities.
Explore app →Field and office actions are scoped and recorded.
Explore app →Posting and disbursement sit behind finance capabilities.
Explore app →Sensitive case access is controlled and audited.
Explore app →Field agents authenticate from trusted devices.
Explore app →The AML connection
Sensitive compliance work needs the right people to have the right access — and a record of who did what. Access to AML cases runs through the same capabilities and audit trail, which is how Ustawi underpins the tipping-off controls in the AML app.
Describes product behavior only — access control and an audit trail — not a legal outcome.
Who uses it
Access administration is a shared responsibility. Each role gets the view and the outcome it needs.
Configures roles, capabilities and scopes across the institution.
Requests and reviews access changes as work shifts.
Manages access within the branch scope they are responsible for.
Owns the capabilities behind disbursement and posting.
Relies on controlled access and the audit trail for oversight.
Reviews access and activity history without changing anything.

Access is denied unless a capability explicitly allows it. A user without a matching capability never sees the feature at all, rather than seeing it greyed out.
